If an individual is stateless, travelling with a travel document issued to non-citizens, such as an alien passport or a refugee travel document, he will need to apply for a visa to visit or transit through Canada. If a person needs a transit visa, he can apply for a transit visa by filling out the application for a visitor visa and selecting transit visa from the list of options on the form.

Some foreign citizens may qualify to transit through Canada without a visa if they are travelling to and from the United States (U.S.), and meet certain requirements.

Following are the two categories to transit without a visa program:

Transit Without Visa Program

Foreign Nationals from the following countries are eligible for the Transit Without Visa (TWOV) program:

Indonesia Thailand Taiwan Philippines

The above foreign citizens will also need valid passport or travel document issued by their country of origin, valid U.S. visa and need to travel to Canada on an permitted airline through an approved Canadian airport.

Individual travellers cannot apply to the TWOV program; only airports and airlines can submit an application.

Passengers travelling to the United States

Furthermore, while travelling to the United States, citizens of permitted countries must hold a confirmed onward ticket for a direct flight to the United States leaving Canada the same travel day without any layover or overnight stay.

Missing a flight connection or arriving after hours

Travellers who miss their connecting flight or arrive after hours while the U.S. in-transit pre-clearance facility is closed cannot transit Canada without a visa under the TWOV program and must proceed to a Canada Border Services Agency (CBSA) officer for examination.

Passengers arriving from the United States

Furthermore, while travelling from the United States, nationals from approved countries must reach in Canada from the United States on a direct, non-stop flight on an permitted airline and continue to the CBSA area for authorization or stay in an isolated transit area while waiting for a connecting flight. They need a have legal U.S. visa to enter the United States and have not overstayed the period they were approved to stay in the United States and have a confirmed onward ticket for a direct flight to the United States leaving Canada the same travel day without any layover or overnight stay. Also, they are not under a removal or deportation order.
